Durant el 1970, amb la guerra del Vietnam en el seu màxim esplendor, el president dels Estats Units reacciona davant les revoltes pacifistes declarant l'estat d'emergència i donant potestat a la policia perquè aturi a qualsevol que posi en perill la seguretat nacional. A aquests detinguts, majoritàriament militants d'esquerres, se'ls donen dues opcions: o complir una pena de presó o passar tres dies al Punishment Park, un paratge desèrtic que han d'intentar travessar, sense aigua ni aliments, per assolir una bandera que els suposarà la llibertat. A més, només disposaran de dues hores d'avantatge abans que la guàrdia nacional surti a la seva caça. Esgarrifós document sobre la repressió, el terror i la possibilitat del càstig.
