Political satire and Bond adjacent. Sean was riding high on post-Bond era, and he puts it to use with his character of Hale in this movie. The story isn't more ludicrous than anything that Bond ever did, and is in fact more grounded because it involves multiple nations all scheming against one another for their own ends, rather than as a uniform specter of an enemy.
